What is Assessment Validation: How to Validate Assessments

After gaining registration, RTOs need to monitor several aspects including annual declarations, AVETMISS reporting, and marketing compliance, with validation being a major concern.

Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.

In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.

As per Clause 1.8 of the SRTOs 2015, RTOs are required to ensure that their assessment systems, including RPL, meet training package requirements and are conducted following the Principles of Assessment and Rules of Evidence.

As per the standards, two kinds of validation are required.

The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

Procedure for Assessment Tool Validation

Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.

When Assessment Tool Validation Should Be Done

The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

This means that whenever new learning resources are acquired, you must perform assessment tool validation before student use.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- you add new training products on scope
- review your course against training product updates
- learning resources are identified by you as a risk during your risk assessment

ASQA applies a risk-based regulation approach, expecting RTOs to do regular risk assessments. Hence, student complaints about learning resources are a good reason for assessment tool validation.

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.

Resources Needed to Start Assessment Tool Validation

Learning Materials

As you validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – validate its suitability as an assessment tool. Confirm that instructions are clear and answer fields are sufficient. This is a common problem.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.

Overall, your validation panel should have:

Relevant vocational competencies and up-to-date industry skills for the unit being validated

Current knowledge and expertise in vocational teaching and learning

Any one of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it serves as documented proof that you have validated your resources before student use.

While ASQA does not have a recommended or required template for assessment tool validation, many templates are available online. These tools generally require validators to review the tools as a whole to see if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

Essential Principles of Assessment
Fairness – Is the assessment process equitable and accessible to everyone?

Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Fundamental Rules of Evidence

Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool proving that the work is the candidate’s own?

Currency – Do the assessment tools mirror current units of competency and modern industry practices?

Despite being regularly covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:

Demonstrate What You Teach

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

nappying

prepare bottles, bottle-feed babies, and clean equipment

solid food prep and feeding infants

respond properly to infant signs and cues

prepare and settle infants for sleep

monitor and support age-appropriate physical exploration and gross motor skills

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

Full Compliance or Not Competent

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What sort of information can be included in a work package?

Answers can include:

Necessary resources

Applicable expenses

Time span of activities

Allocated duties and responsibilities

When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.

Answers could include, but are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substituting, isolation, engineering controls

Chemical hazards – isolating, engineering controls, administration

Equipment or machinery – isolating, engineering controls, administration

Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.

Given these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees require waiting for an audit to rectify noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
